Elmhurst Eyes Raising Parking Fees, Fines

ELMHURST, IL – Elmhurst is like many area suburbs after the pandemic: Fewer people commute to downtown Chicago. And that means less money for the city’s parking account.

On Monday, a City Council committee plans to review options to increase fees for daily parking, annual permits, overnight parking and fines.

The proposed increases range from 27 percent to 185 percent.

The alternatives depend on how much the city transfers from its capital improvements account. One factor to consider is Elmhurst’s debt for the 8-year-old Addison Avenue parking deck.

Without dipping into other accounts, the city says it would need to raise rates by 185 percent. That would mean the daily rate jumping from $2 to $3.70 and annual permits from $400 to $740.

Under such a scenario, fines would rise to $55.50, from $30.

According to city figures, the city’s parking income dropped to $905,000 last year, down from $1.2 million six years earlier. This decrease happened even as inflation surged in recent years.

The city’s parking account has seen shortfalls since the start of the pandemic, peaking at nearly $500,000 in 2021.

In 2023, the shortfall was $44,000, but it is expected to rise to $125,000 this year.

The city has filled in the gaps with its main account.
